Raye IT is looking for an innovative solution architect to develop and implement systems architecture that will meet business needs. The IT Solutions Architect serves as the senior technical advisor to Office of Marine and Aviation Operations (OMAO) leadership, responsible for designing, integrating, and guiding the implementation of enterprise technology solutions including artificial intelligence (AI) capabilities that enable mission-critical operations across National Oceanic and Atmospheric Administration's (NOAA) marine and aviation assets. This position ensures that IT architectures, including AI-driven tools and analytics, align with OMAO's operational objectives, cybersecurity requirements, and long-term strategic roadmap. The position reports directly to the OMAO Chief Information Officer and collaborates with Marine and Aviation Cyber Center (MACC) leadership, mission program offices, and other NOAA line offices to deliver technology solutions that enhance operational readiness and mission success.
Responsibilities
- Lead the development of end-to-end technical architectures supporting shipboard systems, aircraft operations, uncrewed systems, and shore-based facilities.
- Translate OMAO's operational requirements into secure, scalable, and cost-effective IT solutions, integrating AI-based analytics, automation, and decision-support systems where appropriate.
- Identify AI use cases that enhance operational efficiency, predictive maintenance, mission planning, and real-time situational awareness.
- Partner with program offices, engineering teams, and external stakeholders to design solutions that ensure interoperability, resilience, and compliance with federal IT and cybersecurity policies.
- Provide expert technical guidance to the CIO, senior leadership, and project managers during planning, procurement, and deployment phases.
- Oversee technology evaluations, proof-of-concept testing, and integration of emerging technologies such as cloud services, edge computing, satellite communications, advanced networking, and AI models.
- Develop and maintain enterprise reference architectures, solution blueprints, and system integration standards that account for AI governance and ethical use.
- Serve as the technical escalation point for complex design issues, system interoperability challenges, and high-impact operational incidents.
- Ensure all solutions incorporate redundancy, disaster recovery, cybersecurity best practices, and AI model monitoring to safeguard mission operations.
Required Qualifications
- Extensive experience in enterprise IT architecture, systems integration, and network infrastructure design.
- Demonstrated expertise in designing solutions for operational environments with unique constraints, such as maritime and aviation systems.
- Strong understanding of AI concepts, model deployment, data governance, and integration into mission-critical systems.
- Familiarity with AI regulatory and ethical considerations in a federal operational environment.
- Strong understanding of federal IT security frameworks, including FISMA, NIST, and NOAA cybersecurity policies.
- Ability to lead cross-functional teams and coordinate technical efforts across multiple geographic locations.
- Exceptional communication skills, capable of presenting complex technical and AI concepts to both technical and non-technical audiences.
Preferred Qualifications:
- Experience with shipboard IT systems, aircraft mission systems, and secure remote operations.
- Familiarity with NOAA's mission, OMAO operations, and the unique challenges of supporting globally deployed assets.
- Proven track record in implementing hybrid cloud, AI-driven solutions, high-availability networks, and secure data-sharing environments.
