Job DescriptionDescription:

Demolition of the existing Yampa District Maintenance building, which has been condemned for structural failure. Demolition will include hazardous material mitigation. Demolition also includes any site elements such as existing shed buildings, paving, utilities, or other on-site items that must be removed to allow for the new construction activities outlined in the contract documents. Two existing metal buildings will remain and are not to be demolished.


A new Yampa District Multi-Operations building and all associated site and utility improvements as outlined in the contract documents. The new one-story building includes administrative office space and an adjoining high-bay drive through maintenance, fire, and operations vehicle garage space.


Site work includes all utility improvements needed to serve the new building, parking and paving surfaces, site drainage, fence repair, security gate installation, and a vehicle/boat wash station. Notable site improvements included in the project are water tank, communication system fiber optic, generator, and radio tower.


Improvements to the existing sewer system include removal of existing lift station wet well and pump and installation of a new duplex pump lift station. Replacement of a segment of existing sewer line between the new Yampa District Multi-Operations building and the existing Visitor Center.

Requirements:

Qualification:

  • Must demonstrate a minimum of five (5) years of relevant construction and/or engineering work experience demonstrating knowledge and experience in construction management; project coordination and communication; applying and enforcing engineering codes, permit requirements and contract documents; inspection of construction work; performing schedule and cost breakdown estimating, analyses and negotiating; technical writing; etc. Also provide descriptions of any/all relevant professional registrations/certifications, training, etc.
  • Provide documentation of the required (OSHA) 30-hour Construction Safety training or demonstrate how the proposed CMR(s) will be able to receive such training within 90 days of award of the task order.
  • Must demonstrate achievement of a minimum four-year Bachelor’s degree in Engineering, Construction Technology, Construction Management or other related field from an ABET accredited engineering college or university.
  • Must demonstrate computer literacy and the ability to open and manipulate Primavera Project Planner (P3) and Microsoft (MS) Project schedules, or similar, and be proficient in Microsoft Word, Excel, Project and other commonly used software systems.
  • Ability to walk or climb on a daily basis to observe contract performance.
  • Technical knowledge and abilities such as: Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
  • Knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.
  • Ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level.
  • Ability to define and document scope changes either required by the owner or a result of a differing site condition.
  • Ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.
  • Ability to read and interpret the construction schedule to evaluate and document progress.
  • Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.

  1. Provide descriptions of recent, relevant experience on projects involving similar scopes of work (building demolition, cast-in-place structural concrete, CMU walls, building reconstruction and associated utilities, projects with significant resource protection requirements, etc.) preferably in similar locations; for any such experience, provide information regarding each specific project and the specific duties and responsibilities of the proposed CMR on each project; also provide project owner representative contact information.
  2. Provide descriptions of recent, relevant experience working on projects with Federal Government Project Managers/CORs on processing change requests, requests for information, submittals, and field observation reports.
