Job Title: Senior C# / .NET Developer
Location: Onsite – Miami, FL

Position Overview

The Miami-Dade County Information Technology Department is seeking an experienced Senior C# / .NET Developer to support a high-impact systems modernization initiative. The role involves migrating legacy platforms—including PEN, Microsoft Access, and Mainframe systems—into the county’s modern GoldKey platform, while ensuring robust data integrity, regulatory compliance, and process efficiency.

This is a hands-on, onsite position that will contribute directly to optimizing regulatory workflows, integrating impervious surface review processes, and enhancing automation across the permitting and drainage domains.

Key Responsibilities

  • Lead the modernization and migration of legacy applications (PEN, MS Access, Mainframe) into the GoldKey platform

  • Maintain data integrity, validation, and compatibility across systems during the transition

  • Embed Impervious Surface Review processes into Paving and Drainage workflows

  • Streamline and optimize the Building Permit review and approval process

  • Design and implement features for automated workload assignment

  • Support system compliance with:

    • Impervious surface and environmental regulations

    • Historical preservation guidelines

    • Sewer Extension Permit requirements

  • Collaborate with internal analysts, cross-functional county teams, and third-party vendors throughout the project lifecycle

Required Skills & Qualifications

  1. C# / .NET Framework – Advanced proficiency in object-oriented programming, debugging, and writing clean, maintainable code

  2. JavaScript & jQuery – Strong skills in dynamic front-end scripting, DOM manipulation, AJAX, and asynchronous operations

  3. Oracle / SQL (PL/SQL) – Expertise in writing efficient queries, stored procedures, functions, and managing normalized relational databases

  4. MVC Frameworks – Experience building secure, scalable applications using the Model-View-Controller architectural pattern

  5. Windows & Web Services – Development of Windows-based applications and integration with RESTful/SOAP APIs, including secure authentication protocols

  6. SSIS / SSRS – Deep knowledge of ETL design, data transformation, and report development using SQL Server Integration and Reporting Services

  7. System Integration – Proven track record of working on large-scale legacy system migrations and application integration projects

  8. Process Automation – Ability to design customer-facing application features for online submissions, invoice tracking, payment processing, and ECM system integration

Desirable Qualifications

  • Experience working on government or municipal permitting systems

  • Excellent verbal and written communication skills

  • Ability to work collaboratively in cross-functional teams and manage vendor relationships

  • Prior experience supporting public sector data migration and systems modernization efforts
