Job Summary:
The Resident Services Administrator provides strategic oversight of both Utility Billing and Customer Experience operations, ensuring accurate billing, responsive service, and streamlined processes. This leadership role is responsible for managing daily operations, supervising staff, and maintaining a high standard of service delivery to residents. The Administrator ensures proper billing, revenue collection, and customer resolution while setting divisional goals, promoting efficiency, and ensuring compliance with City policies and applicable regulations. This position plays a key role in optimizing operations, enhancing resident satisfaction, and driving service excellence across both divisions.
Minimum Job Requirements:
- Associates degree in Business or Public Administration or closely related field.
- Minimum of 4 years of progressively responsible experience in utility billing, customer service, or municipal government, with at least 2 years in a supervisory role.
- A valid Texas driver’s license.
- Bilingual in English and Spanish preferred.
Essential Job Functions:
- Oversee daily operations of both Utility Billing and Customer Experience divisions, ensuring timely and accurate service delivery.
- Supervises and supports staff performance, including hiring, scheduling, training, evaluations, and accountability.
- Investigates and resolves escalated customer issues with professionalism and consistency.
- Ensures accurate billing processes, including meter reading, invoicing, adjustments, and collections.
- Monitors division performance metrics and implement improvements to enhance efficiency and service.
- Coordinates with Finance on revenue collection, audit compliance, and financial reporting needs. Develop and enforce internal controls to minimize errors, disputes, and revenue loss
- Develops and maintains division procedures, internal controls, and customer service protocols.
- Lead technology upgrades and process improvements related to billing and customer communication systems.
- Perform other duties as assigned.
Knowledge, Skills, and Abilities:
- Deep knowledge of utility billing systems, regulations, and customer service standards.
- Skilled in managing high-volume operations while balancing compliance and service excellence.
- Proficiency in modern billing software, customer relationship management systems, and Microsoft Office Suite.
- Ability to analyze and resolve complex issues involving both internal processes and customer-facing interactions.
- Excellent communication skills with a focus on clarity, professionalism, and empathy.
- Ability to build collaborative relationships across departments and with the public.
Physical Demands/Work Environment:
Work is performed in a standard office environment with low to moderate noise level. Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting and putting away such items as records and office supplies of moderate weight of up to 75 pounds.
