Job Summary:
The City of St. Peters is seeking an experienced, innovative, and highly skilled Director of Finance to lead and oversee our Finance team and municipal financial operations. This position will lead and work collaboratively with key City leadership to perform strategic financial and capital planning, budget preparation and administration, accounting operations, treasury management, investment and debt administration, grant financial oversight and risk management. The Director will ensure compliance with applicable laws, regulations, and accounting standards while providing clear financial analysis and recommendations to the City Administrator, Mayor, Board of Aldermen, and senior City leadership. This role requires a collaborative leader who can guide staff, improve processes, and safeguard the City's fiscal stability while supporting its long-term goals.
Normal Shift: Monday-Friday; 8:00 a.m. - 5:00 p.m.
Key Responsibilities:
- Provide strategic leadership and direction for the City's Finance operations, including accounting, budgeting, grants, investments, and risk management.
- Lead, coach, and develop Finance staff, overseeing hiring, performance, scheduling, and adherence to department goals and budget.
- Direct the preparation of the annual budget, capital improvement plan, and financial statements, and manage the annual audit process.
- Ensure compliance with federal, state, and local laws, regulations, and internal control policies.
- Oversee financial policies, internal auditing procedures, and long-range financial planning to safeguard the City's fiscal health.
- Manage grant administration, ensuring accurate accounting, reporting, and compliance with all provisions.
- Oversee property and safety risk management, including claims administration, risk assessments, and insurance coverage.
- Present complex financial information clearly to elected officials, department leaders, and staff.
- Respond to residents and customer inquiries and maintain effective communication across departments.
- Oversee bid processes for City construction projects and ensure all work meets established safety standards.
Minimum Requirements- Applicants must meet all of the following to be considered:
- Must be a U.S. citizen or lawfully authorized alien worker.
- Bachelor's degree in Accounting, Finance, or a closely related field from an accredited college or university.
- Five (5) years of relevant experience in accounting and/or finance operations, including significant responsibility for supervising staff.
- Strong accounting background with working knowledge of governmental accounting principles and practices, as well as familiarity with debt management, grant administration, and risk management principles.
- Proficient in Microsoft Office Suite, particularly Excel, with experience using integrated financial management systems.
Desired Qualifications- The ideal candidate will also have:
- Five (5) years of relevant experience performing and supervising governmental accounting and/or finance operations.
- Master's degree in Accounting, Finance, Business Administration, or a closely related field.
- Certified Public Accountant (CPA) license or other relevant certification, such as Certified Public Finance Officer (CPFO) or Certified Government Finance Officer (CGFO).
- Thorough knowledge of governmental accounting standards and principles (GAAP/GASB), Missouri municipal finance laws, and fund accounting principles, including administration of internal controls, financial reporting and auditing, tax revenue collection, debt financing and capital planning, investment and cash management, and budget preparation and monitoring.
- Thorough knowledge of ERP systems.
- Working knowledge of federal, state, and local grant accounting, compliance administration, and auditing.
- Working knowledge of risk management principles and administration, including insurance and claims administration.
