Job Description: GIS Analyst Help Desk - with Several Task Areas - GIS Program Manager, Lead Help Desk Specialist, Lead Trainer, and Lead Data Conversion Specialist.

Overview

The GIS Analyst Help Desk is a vital role dedicated to providing timely support to IHS GIS users who are experiencing technical challenges or encountering obstacles in designing or using IHS GIS products. The help desk serves as the primary contact and gatekeeper for all GIS-related issues, ensuring efficient resolution and user satisfaction. Primary Responsibilities

  • Serve as the main point of contact for the GIS help desk.
  • Route technical problems with the portal or feature services to the appropriate IHS OEHE portal admins or IHS personnel.
  • Follow up with the alternate support provider and ticket requester to confirm resolution of the ticket.
  • Maintain a detailed log of all support requests and their resolutions.

At least two years' experience as a lead or supervisor; PMP or other equivalent certification

Lead Help Desk Specialist

Lead responsibility for GIS help desk

At least one year experience specific to help desk

Lead Trainer

Lead responsibility for GIS training

At least one year experience specific to GIS training

Lead Data Conversion Specialist

Lead responsibility for GIS data conversion

At least one year experience specific to GIS data conversion


Required Expertise

The help desk shall be staffed with subject matter experts in GIS workflows and software, particularly within the IHS ESRI software portfolio.

Training Resources

The GIS Analyst Help Desk is also responsible for creating and delivering competency development opportunities, including but not limited to:

  • Two-hour virtual training workshops.
  • Four-hour periodic advanced virtual workshops.
  • Multi-day training sessions.
  • YouTube-style short videos.

GIS Software Proficiency

Mastery of popular GIS software like ArcGIS, QGIS, or other relevant platforms is crucial for creating, analyzing, and managing spatial data

Database Management:

Knowledge of database systems (like SQL) and the ability to manage and manipulate spatial data within databases is essential.

Programming Skills:

Familiarity with programming languages like Python or R can automate tasks, perform complex analyses, and integrate GIS with other systems.

Cartography and Visualization:

The ability to create clear, informative, and visually appealing maps and charts is vital for communicating spatial data effectively.

Remote Sensing Interpretation:

Understanding and interpreting data from satellite imagery and other remote sensing technologies is a valuable skill.

Data Collection and Management:

Knowing how to collect, evaluate, and maintain spatial data according to industry standards is crucial.

Spatial Analysis:

Understanding and applying various spatial analysis techniques to identify patterns, trends, and relationships within geographic data is fundamental.

Problem-Solving:

GIS analysts often face complex problems, requiring strong analytical and problem-solving skills to find solutions.

Critical Thinking:

The ability to critically evaluate data, identify biases, and draw sound conclusions is essential.

Data Conversion

  • Convert existing legacy files (e.g., CAD drawings, PDF documents, pictures) into the IHS GIS database with predefined layers and attributes.
  • Have a deep level understanding of georectifying data
  • Collaborate with the requests for the IHS office to schedule visits for project documentation collection and/or community site visits.

Qualifications

  • Extensive knowledge of GIS workflows and ESRI software.
  • Strong problem-solving skills and the ability to manage multiple tasks.
  • Excellent communication skills, both written and verbal.
  • Experience in creating and delivering training content.
  • Ability to travel for site visits as required.
