Overview & Responsibilities

Purpose of the Job:

The Quality Manager is responsible for the overall strategic direction and operational excellence of the Quality department at the Houston Service Center. This leadership role encompasses planning, directing, and administering all quality assurance, quality control, and supplier quality activities. The incumbent will cultivate a culture of continuous improvement, providing expert consultation to internal teams, vendors and subcontractors to consistently exceed Ebara Elliott Energy's customer expectations and ensure robust process and regulatory compliance.

Key Responsibilities:

Strategic Leadership: Develop, implement, and oversee regional functional and strategic quality policies and procedures, ensuring alignment with global company objectives, industry best practices, and regulatory requirements.

Team Management & Development: Lead, mentor, and develop the Quality department personnel, fostering a highly skilled, motivated, and results-oriented team.

Quality System Management: Direct the implementation and maintenance of the Quality Management System (QMS), ensuring compliance with ISO 9001 series specifications and driving continuous improvement initiatives.

Quality Assurance & Control: Oversee all quality assurance and quality control processes, including inspection, testing, and documentation, to ensure products and services meet established quality standards and customer specifications.

Supplier Quality Management: Develop and manage supplier quality programs, including audits, performance monitoring, and corrective action processes, to ensure the quality of supplied materials and services.

Technical Expertise & Consultation: Provide expert guidance and consultation on quality engineering practices, non-destructive examination (NDE) methods, and industry standards (ASME, API, Government standards) to internal teams, vendors, and subcontractors.

Continuous Improvement: Champion and implement Lean principles and Six Sigma methodologies to identify root causes of defects, optimize processes, reduce waste, and drive significant improvements in quality, efficiency, and cost.

Data Analysis & Reporting: Utilize data analytics to monitor key quality metrics, identify trends, report on performance, and drive data-driven decision-making.

Regulatory Compliance: Ensure all quality operations adhere to relevant local, national, and international regulations and industry standards.

Background and Experience:

Education: Bachelor's degree in Quality Science, Engineering, or a related field of study.

Experience: Minimum of 5 years of progressive experience managing quality systems within a manufacturing operation, with a strong preference for experience in the turbo-machinery industry.

Technical Knowledge:

  • Demonstrated detailed knowledge and practical application of the ISO 9001 series of quality specifications.
  • \n

  • Extensive experience with quality engineering practices.
  • \n

  • In-depth knowledge of non-destructive examination (NDE) techniques and principles.
  • \n

  • General knowledge of various industry standards, including but not limited to the American Society of Mechanical Engineers (ASME) code, American Petroleum Institute (API) standards, and relevant Government standards.
  • \n

Computer Proficiency: Strong proficiency in Microsoft Office Suite and experience with enterprise resource planning (ERP) or management information systems (MIS) such as Oracle, SAP, or similar platforms.

Preferred Attributes:

    \n
  • Certification by a recognized quality organization such as the American Society for Quality (ASQ) as a Certified Quality Manager (CQM), Certified Quality Engineer (CQE), or Certified Auditor.
  • \n

  • Sound technical understanding of rotating equipment and its operational principles.
  • \n

  • Knowledge of machining, welding, and mechanical assembly processes.
  • \n

  • Experience with metrology and precision measurement.
  • \n

  • Advanced knowledge of NDT3 (MT, PT, UT, and RT) methodologies.
  • \n

  • Proven experience in applying LEAN principles and Six Sigma analysis tools to achieve measurable improvements.
