General Position Description
The Program Manager is responsible for operations of HCEB, providing site-specific property administration, site management, and property access coverage.
Duties and Responsibilities
Program Administration
- Supervise program staff to ensure their success
- Coordinate contractors, volunteers, and partner agencies
- Conduct trainings to staff
- Support participant move-in and move-out
- Provide program management support in program operations, safety planning, disaster preparedness planning, and other projects assigned
- Maintain HMIS records for all participants
- Perform standard office duties, including mailing, faxing, scanning, and preparing correspondence
- Lead Program and Staff meetings
- Manage the Program Referral Form and assign appropriate rooms to clients
- Process staff timesheets
- Maintain program occupancy rate at City required standard
- Ensure timely unit turn-overs
- Respond to stakeholders inquiries and follow directives.
- Create and update the program's occupancy report
Program Management
- Coordinate the resolution of program compliance issues with participants
- Coordinate the centralized maintenance tracking system
- Support meal distribution and other Community activities as needed
- Monitor and enforce site rules and regulations
- Monitor site cleanliness and address issues
- Purchase site supplies including office supplies and participant move-in supplies
- Provide emergency response as needed, keeping participants, staff, and site safe and secure
- Perform regular Wellness Checks when a participant hasn’t been seen for 3 days
- Perform emergency Wellness Checks when there is a report of a participant not feeling well
- Ensure hourly, at minimum, site activity entries are made in the program logbook
- Send a night by night- room by room report to the City of Oakland’s assigned Program Analyst
- Plan community activities
- Conduct regular unit inspections for safety and habitability
Qualifications
- Knowledge of Alameda County Social Services System
- Bachelor’s level degree required; Masters level preferred
- Experience supervising a diverse workforce
- Treat clients and staff with dignity and respect
- Possess a good sense of humor
