Responsibilities and Duties:

<li>Conduct on-site inspections of high-voltage substations to verify condition, safety, and compliance with WAPA/DOE standards and operational requirements.</li>
<li>Monitor contractor installation of high-voltage equipment including transformers, breakers, relays, switches, grounding systems, bus structures, and protective devices.</li>
<li>Verify proper grounding, bonding, insulation, and switching installations in accordance with NESC, NEC, and WAPA safety standards.</li>
<li>Oversee testing and commissioning activities of substation equipment, ensuring procedures and results align with technical requirements.</li>
<li>Maintain presence in energized substations during contractor activities for safety and compliance oversight.</li>
<li>Track daily construction progress and document inspections using WAPA-provided reporting systems.</li>
<li>Review and interpret substation construction drawings, schematics, one-line diagrams, and equipment specifications; identify discrepancies and coordinate corrections.</li>
<li>Conduct photo documentation of substation construction activities and prepare inspection logs and bi-weekly reports.</li>
<li>Support issuance of Special Work Permits and coordinate activities in energized areas to protect personnel and assets.</li>
<li>Verify contractor adherence to Accident Prevention Plans (APP), Job Hazard Analyses (JHA), and site-specific safety requirements; stop unsafe work when necessary.</li>
<li>Assist Contracting Officer (CO) and Contracting Officer’s Representative (COR) with technical evaluations, RFIs, and contractor pay application reviews related to substation work.</li>
<li>Coordinate with WAPA field engineers and contractors to resolve technical and field issues promptly.</li>

Required Education, Knowledge and Skills:
<ul>
<li>Minimum 5 years’ experience inspecting or working on high-voltage substation construction or maintenance projects (69 kV to 500 kV).</li>
<li>Strong knowledge of high-voltage electrical equipment including transformers, breakers, switchgear, bus systems, relays, and grounding.</li>
<li>Experience verifying protective relaying, SCADA, and substation control wiring preferred.</li>
<li>Familiarity with WAPA construction standards&nbsp;and federal government construction practices preferred.</li>
<li>Thorough knowledge of OSHA 1910/1926, NESC, NEC, and applicable federal/state codes.</li>
<li>OSHA 30-hour Construction Safety training preferred.</li>

<li>Inspection duties will include basic construction inspection, measurement and documentation of construction activities, computation of quantities and checking work for compliance with specifications. Work may also include performing basic field testing and communicating the test results to your supervisor as well as collecting quantity tickets on paving projects.</li>
<li>Work beyond eight hours per day/40 hours per week is typically required. Time over 40 hours a week is compensated for at time-and-a-half. Night and weekend work may also be required.</li>
<li>Travel to the job site will be required. Locations of work will vary depending on the assignment.</li>

Job Description
We are seeking a motivated and detail-oriented NCDOT CEI Technician to join our team of construction professionals. As an NCDOT CEI Technician, you will be assigned to one or more active construction sites and be responsible for verifying the quality and compliance of project activities in accordance with North Carolina Department of Transportation (NCDOT) standards and specifications. You will have the opportunity to advance your skillset through on-the-job training as well as attendance at certification classes.
Key Responsibilities
Duties will include but may not be limited to:

<li>Construction Inspection:
<ol>
<li>Conduct on-site inspections of construction activities, including roadways, bridges, utilities, erosion control, and other infrastructure components, to verify compliance with construction drawings and NCDOT standards and specifications.</li>
<li>Identify and report any discrepancies, defects, or non-compliance issues.</li>
</ol>

<li>Documentation and Reporting:
<ol>
<li>Utilizing a company-provided iPad, maintain detailed daily records of construction activities.</li>
<li>Generate clear and concise inspection reports and other pertinent documentation, including test reports, material received reports, and pay estimates.</li>
<li>Maintain detailed records of onsite activities to aid in the development of as-built plans.</li>

<li>Quality Assurance:

<li>Perform materials testing on soil, asphalt, and concrete.</li>
<li>Collaborate with NCDOT staff, contractors, and other project stakeholders to address and resolve issues promptly.</li>

<li>Safety Compliance:

<li>Monitor and enforce safety protocols and best practices on construction sites.</li>

Minimum Qualifications

<li>Prior NCDOT Construction Inspection Experience with active materials testing certification</li>
<li>A strong sense of responsibility, a positive attitude, and the ability to work well independently and as part of a team</li>
<li>Ability to perform field measurements and complete mathematical calculations to determine areas and volumes, and convert between units</li>
<li>Excellent communication and interpersonal skills</li>
<li>Willingness to work both indoors and outdoors, in varying weather conditions</li>
<li>Willingness to work weekends and nights if required</li>
<li>Valid driver’s license and favorable driving record</li>
<li>Ability to lift up to 50 pounds</li>
